Is this funding for non-profit organizations?

ETP accesses several different sources of funding to support workforce training needs. Its core funding stream is created through an employer-paid payroll tax called the Employment Training Tax. This tax is paid by for-profit employers so for the most part only for-profit employers can benefit from this funding.
